Two investigations by the Parliamentary Assembly into the High Value Detainee (HVD) program set up by the U.S. administration after the attacks of September 11 revealed numerous serious human rights violations. It was only able to function through the cooperation of certain Council of Europe member states, despite the fact that they are bound by European human rights onventions.
